Q.  Why do we need a new aquatics center? 

A. The current Springville Community Pool was built in the 1970’s and has reached the end of its useful life. Citizen surveys have consistently recommended enhancing the facility when it is replaced.

 

Q.  Will the property tax assessment go away when the bonds are paid? 

A. Yes
 
 
Q.  What will happen to the old Community Pool?

A.  If the bond passes, every effort will be made to keep the current swimming pool open until the new aquatic center is constructed.  
 
 
Q.  What will happen to the property where the current pool is located?

 A.  No decision has been made at this time.
 
 
Q.  Will there be future phases? 

A.  The facility will be designed to allow for possible future expansion.
 
 
Q.  How was the proposed location chosen? 

A.  After reviewing 12 sites for a possible aquatic center, the committee recommended to construct the facility on City property located at 700 South 1250 West, immediately west of the new Meadowbrook Elementary School.  In formulating this recommendation the committee looked at visibility, access, site features, and project costs associated with each of the sites.

Q.  How will the operational costs affect the City’s budget? 

A.  An operational analysis was completed for the proposed aquatic center. The operational subsidies found in the study are roughly equivalent to subsidies associated with the current pool. 
 
 
Q.  When will it be open?

A.  If the bond passes, construction will start in 2016 with an anticipated opening date in 2017.
 
 
Q.  How will businesses be impacted? 

A.  If the bond passes, Springville businesses will be required to pay an increased property tax associated with the general obligation bond.

Q.  If the bond passes, how much will my property taxes increase?

A.  It is anticipated that a resident with an average home value of $207, 695 will pay an additional $5.04 in property taxes per month, totaling $60.52 per year. (Please refer to the Bond Impact Analysis). This amount increases the total property taxes on an average home value by 3.54%.

Q.  What is the City’s current bond capacity?

A.  Springville City has a favorable bond rating and independent rating agencies find the City’s debt rating to be moderate.

The Utah State Constitution limits the general purpose indebtedness (debt secured by property tax) for Utah cities. For Springville, that amount is approximately $59, 640, 000.  Springville currently has an outstanding general obligation bond principal balance of $7, 975, 000 for the library.

Springville currently has long-term credit ratings of “AA-” from Fitch and “AA” from S&P on its general obligation debt. These ratings indicate that the City’s capacity to meet its financial commitment on the obligation is very strong.

Apart from general obligation debt, Springville has outstanding bond balances of approximately $20, 778, 000.  This debt is secured by a variety of other sources including sales tax, water and sewer utility revenues, special assessments on properties within special improvement districts, and general revenues of the City.
 
 
Q.  If the bond passes, how much will it cost to use the Aquatic and Activities Center? 

A.  At this point an official decision on fees has not been made; however, a fee structure is included in an Operational Analysis that has recently been completed for the proposed Aquatic Activities Center.  The Operational Analysis is based on the implementation of the below fee schedule.
